Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are waged: positive announcements are issued from multiple capitals. Considerable effort is allocated on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a ability enabled by timely intelligence. From observation points, defense planes that had been deployed to engage hostile aerial threats flew past – sophisticated military planes supplied to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems engaged: defensive missiles deployed against a hostile projectile. This was a advanced protection mechanism at work, probably supplied through allied countries. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: maybe the incoming missile won't hit its mark this time, protecting urban areas from devastation and another blackout.
Persistent Threats
Not long after, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – probably Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.
Intermittently, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, damage and utility failures in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's vital need on international aid – a dependence that neighboring countries are demonstrably unable to replace in the immediate future.
Failed Diplomacy
The detailed framework from Washington provoked deep reactions, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new approach from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This pattern will, certainly, continue.
Political Considerations
It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a premise well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is unfeasible to force Russia to abandon the land that it presently holds in Ukraine's south or east.
The challenge is that while acknowledging this situation, Washington does minimal to discourage Russia, through statements or actions, from thinking that the current condition will not shift further in its advantage in the coming year.
Opposing Positions
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but preventing a total frontline collapse until conditions improve in its favour.
Existing Situation
Realistically, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a just a single week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
