Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, Claims Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a analysis published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these parties, the report indicated.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their political views, she emphasized.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an electoral contest that will be closely watched across the continent for the showing of the PVV.

The far-right party of Geert Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.

All major parties have rejected a coalition with the PVV, meaning the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
